Description

Green Cross Australia’s mission is the “foster a global values shift towards a secure and sustainable future”. We work at the interface between humanitarian and environmental stresses with the objective of supporting community resilience while protecting the natural environment.

The “TL Resilience” project is a proposed initiative under AusAid’s community grants program under the new “International Climate Change Adaptation Initiative” ICCAI. The TL Resilience initiative will provide water security, disaster preparedness, and rehabilitated local river catchments to up to 14,000 rural Timorese residents in four districts including Oecusse, where a successful similar initiative has been in place led by OzGREEN.

 Our partners in the TL Resilience project are: Green Cross Australia; OzGREEN; Red Cross; Oxfam; and Local Timorese NGOs in each District.

This initiative requires three full time EWB volunteers for 12 months to maximise use of appropriate technologies in water filtration, well rehabilitation and possibly other adaptive activities arising from local environmental planning engagement.

Support from the EWB Water, Sanitation and Hygiene (WASH) Hub will be available. 

This role would be suited to engineers experienced in the planning, analysis and/or design of water supply and treatment systems and environmental engineering, and with the ability to communicate, teach and work effectively in a remote setting.

Key Activities         

  • Facilitate finalisation of community environmental plans to ensure that practical, optimal technology solutions are emphasised.
  • Work with local NGOs and OzGREEN at the District and Village level to plan and implement water security solutions that are economically viable, locally suitable, and able to be maintained locally.
  • Work as part of the “TL Resilience” team including participation in youth climate adaptation workshops and involvement of local community members especially youth in adaptation activities.
  • Participate in project communications efforts including occasional blogs, photos and video uploads with assistance from Green Cross Australia.
  • Maintain simple, up to date records that facilitate milestone reporting by Green Cross Australia through its various NGO partners.

Timing

The role consists of three important phases beginning May 2010, including a 12-month field secondment commencing in July 2010.

 Phase 1: Pre-departure – May 2010

  • Pre-departure preparation (medical, training, administrative)
  • Linking with EWB project team (Australia-based) if required for the project
  • Linking with a local EWB chapter (enhancing your resources and sharing experience with members)

 Phase 2: Field operations – 2010 (July 2010 – July 2011)

  • Departure to host country and partner organization
  • Orientation with support from existing EWB Field Officer and established EWB field volunteers in the area; introductions to all stakeholders
  • Activities as described above

 Phase 3: Post field alumni – 2011

  • Return to Australia to collaborate with South East Asia management team and with and EWB chapter
  • Participate in various EWB events including the National Conference
  • Participate in the development and dissemination of ‘Learning & Change’ materials within the EWB community
  • Mentor future field volunteer preparing to work with South East Asian partner organisations

Criteria

Essential

  • Passion for community engagement at local level and respect for local cultures
  • Knowledge and experience of water and sanitation technologies
  • Ability to work locally as part of a culturally diverse, rural team under sparse conditions
  • Ability to maintain records, fulfil communication and reporting needs, and participate in diverse project community actitivies
  • Commitment to developing and implementing practical community based environmental action plan focussing on provision of household water filtration units and rehabilitation of local wells.

Desirable

  • Interest in climate change science and adaptation agenda
  • Personal commitment to poverty alleviation
  • Experience with user generated multimedia content (SMS, video, blogging)
  • Experience working with young people
  • Bahasa Indonesian or Tetum language knowledge, or an ability to learn foreign languages
  • Experience working in a foreign country, and more particularly familiarity with the Timor Leste context

Personal Attributes

  • Excellent interpersonal and communication skills
  • Commitment to teamwork and capacity building techniques
  • Ability to cope with cultural and professional isolation and possibly basic living conditions
  • Patience, tolerance and flexibility

Allowances

  • Volunteers will receive an allowance for living and basic accommodation.
  • Volunteers will be provided with airfares at the commencement and completion of the placement, plus basic travel insurance and emergency evacuation insurance.

 Confirmation of secondment is subject to:

  • Formal approval of project funds from AusAID (to be confirmed in April)
  • Formal approval from EWB and the partner organisation.
  • Procurement of visa and work permits.
  • Satisfactory completion of a first aid certificate.
  • Satisfactory participation in a pre-departure briefing run by EWB in July 2010
  • A satisfactory medical examination for the applicant.
  • A satisfactory criminal record check by the Australian Police for the applicant and all accompanying adults.
