Description

The South East Asia Program Field Officer (SEA FO) assists the South East Asia Programs Manager in development, monitoring and evaluation of EWB’s partnerships and programs across the region. The Field Officer also helps to organise in country orientation sessions and provides support to EWB volunteers working in South East Asia.
On a day to day basis you will be required to liaise with a range of other regional, international and local NGOs, explore new opportunities for EWB program development and keep abreast of local and regional security concerns and volunteer well-being.
You will also act as a vital link between EWB’s in country programs and a range of Australia based initiatives, enabling the integration of EWB’s South East Asia Program activities into university curriculum and member education activities.
This role provides the opportunity to work in a broad, interesting and challenging role, with a fun, dynamic and very fast growing organisation which has incredibly positive social outcomes. The SEA FO will be based in Cambodia and will be required to travel regularly to Laos and Vietnam and occasionally to Indonesia and Timor Leste.

Key Activities

  • Develop and manage relationships with existing and new EWB program partners, plus other local, regional and international NGOs and government departments
  • In conjunction with the South East Asia Programs Manager, manage in-country volunteers, responding to day to day needs where required
  • Liaise with the Development Educational Experience (DEE) organising team and partners to support the DEE program and itinerary.
  • Identify and develop relevant publications on regional matters of interest with a particular focus on the activities of the partner organisations in-country
  • Develop and maintain strong links of technical assistance and research with the EWB Education team
  • Assist the EWB Challenge Coordinator with developing and managing the EWB Challenge with program partners.
 
 It is planned that the Field Officer position will be based with an EWB partner organisation in 2011, with the volunteer supporting their work on a part-time basis. 

Timing

The role consists of three important phases beginning October 2010, including a 14-month field secondment commencing in December 2010.

Phase 1: Pre-departure – June 2010

  • Pre-departure preparation (medical, training, administrative)
  • Linking with EWB project team (Australia-based) if required for the project
  • Linking with a local EWB chapter (enhancing your resources and sharing experience with members)
 

Phase 2: Field operations – December 2010 (start date to be confirmed) through January 2012

  • Departure to host country and partner organization
  • Hand over with existing EWB Field Officers and introductions to current EWB Partner Organisations and Field Volunteers
  • Under-take regular travel to visit new and existing Partner Organisations and complete regular reporting requirements for Australian based staff
 

Phase 3: Post field alumni – 2012

  • Return to Australia to collaborate with South East Asia management team and with and EWB chapter for a minimum period of 12 months
  • Participate in various EWB events including the National Conference
  • Participate in the development and dissemination of ‘Learning & Change’ materials within the EWB community
  • Mentor future field volunteer preparing to work with South East Asian partner organisations

Selection Criteria

Essential

  • Extensive and on-going involvement with Engineers Without Borders
  • A strong understanding of the range of initiatives EWB works on and the underlying vision, objectives and rational of all of EWB’s work
  • Strong written and oral communication skills, with an ability to synthesise information, and identify connections and opportunities
  • Qualifications or experience in the development or community sector
  • An understanding of international development, the major players, debates, themes and challenges  
  • Demonstrated networking capacity, including the ability to coordinate and motivate others
  • Self motivated and well organised, able to work independently with limited remote supervision
 

Desirable

  • Good knowledge of issues relating to local culture and customs, community diversities, governmental regulations and laws, etc.
  • Relevant experience working in a developing country in association with EWB or other volunteer/community organisations
  • Experience in designing and preparing learning material
  • Understanding of local language(s) with ability to communicate on a minimum level with local residents – willingness to prepare before leaving would be beneficial
  • Qualifications or experience in an engineering related or relevant technical field

Additional Secondment Information

Volunteers will receive an allowance for living and basic accommodation.  Volunteers will be provided with airfares at the commencement and completion of the placement, plus basic travel insurance and emergency evacuation insurance.

Confirmation of secondment is subject to:
  • Formal approval from EWB and the partner organisation.
  • Procurement of visa and work permits.
  • Satisfactory completion of a first aid certificate.
  • Satisfactory participation in a pre-departure briefing run by EWB in July 2010
  • A satisfactory medical examination for the applicant.
  • A satisfactory criminal record check by the Australian Police for the applicant and all accompanying adults.
